Summit of immense importance

The India Africa summit 2015 which begun on Monday has paved the way for improving the relation between India and African countries. Majority of African countries along with their head of state participated in the event.  Addressing the third edition of summit today in New Delhi, Prime Minister Narendra Modi said global institutions couldn’t represent the world if they do not give representation to India and Africa. Modi also took opportunity of summit and meet many prominent African leaders.

The two previous India-Africa summits were held in 2008 and 2011, in New Delhi and Addis Ababa. Even though the two summits set the pace for cementing the relationship, it was not really considered to be success. Hopefully this time things will not remain same. Modi government seems serious about taking India-Africa relation to next level and they took an important step in this direction by announcing concessional credit of $10 billion to Africa. Also the expert believes that Indian companies stands to gain by investing in Africa, which has huge business potential. Besides earning profit they will earn goodwill for India. In recent years China has invested heavily in Africa and is expanding their influence in the continent. India will have to walk extra mile to match China in this regard. They have made a beginning with India Africa summit 2015 and hopefully things will improve from here on.

Impending water crisis in  NE

Dear Editor,

NE India is moving towards serious drinking water crisis due to poor management of available water resources due to over exploitation, non-judicious use and indiscriminate wastage and lack of conservation priorities. The aggressive use of ground water by the construction industry across NE without proper monitoring and surveillance and due to lack of comprehensive legal framework in restricting indiscriminate and non-judicious water use is further jeopardizing the future water crisis; accelerating the process of erosion of the water table. Over applying chemical fertilizers and pesticides washed by rain and irrigation water accumulates in local water bodies and are damaging vulnerable and highly fragile local ecosystems by promoting pest resistance, eradicating agriculture friendly predatory insects and non-target species, introducing detrimental mutations in different aquatic species, causing eutrophication, algal blooms in available, local surface water resources like ponds, pools, rivers, streams, rivulets, lakes, ditches and swamps. Some of the toxic agricultural chemicals even percolate downwards and contaminate ground water. No one is paying attention to the impending dangers of severe water crisis in the entire NE in the future. Several counties across the globe have been shifting to organic agriculture that avoids use of synthetic agro-chemicals; NE states could follow that path. Such organic products have huge demands in western markets and are often sold at much higher process. This could help both the environment and strengthen the foreign currency reserve of the nation. Strong judicial and legislature reforms regarding water use and applications need to be implemented along with strict monitoring and surveillance across the nation. Lack of education and awareness in the rural areas has been causing severe depletion and contamination of water resources and this should be sincerely addressed by implementation of mass campaign and public education in the NE on water use and conservation. Storing and using rain water and roof top gardening and farming should be encouraged where applicable. Every available water body should be utilized for pisciculture and must be protected by local communities from pollution and non-judicious water use. If we all come forward and do our part; the impending water crisis of the NE could be avoided, if we work where there is till time.

Let us work together and stop blame game

Dear Editor,

The media houses in Itanagar should take up the task of creating a website for the people of the state. The website may contain all the information regarding the refugee issue.

Yesterday's "Face To Face" Symposium conducted by Arunachal Press CLIB, Itanagar has at least given us a lesson on where we fall low in compare to so called foreigners. The symposium has started a momentum on right track. But follow up is required though. Hope the proceedings have been thoroughly documented.

First and foremost our job would be to start documenting our past, present and future activities related to the refugee issue. So, that we are no more paralysed while fighting the legal war. I am worried whether the review and curative petitions filed earlier by AAPSU and the state government have sufficient justified grounds in contesting our contentions.

The state govt need to gear up to initiate more concrete steps in dealing with the issue in terms of immediate constitution of high powered committee consisting of politician, academician, social worker, researcher, media personnel, student body and from among the people working for the cause.

We also have to hire the best possible lawyers in the country. We have to thoroughly understand that the crux of the problem lies in the fact that the rights claimed by the refugees come into conflict with the absolute rights of the indigenous tribes with a ‘distinct way of life’. It is only apparent and natural that further steps in this regard has to consider wider social acceptance so that it is viewed as acceptable by the contending parties. It is also essential that as per my understanding, one has to accept and realize that right-based provisions may not necessarily be acceptable solutions. The question here is how does one set the ball rolling? One possible step in this regard is to organize a series of dialogues as we started with our version yesterday in the form of “FACE TO FACE” symposium.

Let’s not blame anyone now. It’s time to work and document whatever we do. If AAPSU supposedly have worked for the Refugee issue since late 1970's, do they have documents to support it?  Actually we have seen that AAPSU has been used as platform to step into the ladder of politics and business.

We have to understand what actually happened in the past. As per my knowhow the Chakmas, who is Buddhist believers and Hajongs the Hindu believers were driven out of the then East Pakistan (present Bangladesh) a Muslim majority nation during 1960's. At that point of time no international community questioned the act of violation of Human Rights. Later when they entered India they were placed in various NE states including in Arunachal Pradesh.

Today the SC of India, as I believe in my little legal knowledge has in consonance with the UDHR, ICPCR and also on the basis of available solid documents in possession with the Chakmas and Hajongs have facilitated them in so to be called as the "Fair Way" in allowing them the Indian citizenship in Arunachal, to which the AAPSU and many of the participants of the programme accepted to. But again here the question is and I am afraid that if any of the state or union territories in India would agree to take the burden of allowing these foreign turned Indian citizens into their land. It is for sure Bangladesh would never accept them to be deported as we have seen in the case of Bangladeshis supposed to be deported after series of discussions with Assam government.

It is laudable that present executive members of AAPSU especially the General Secretary and the Spokesperson as I know them personally are putting efforts in the form of organizing rally to wake up state government from deep slumber and file the review petition in Supreme court.

Upper Subansiri deserves better banking service

Dear Editor,

Through your esteemed column I would like to appeal to the State Bank Of India (SBI) authority to establish sufficient SBI branches in Upper Subansiri district. The lone SBI branch operating in the district headquarter Daporijo is not sufficient to cater to the needs of the people. The present SBI is devoid of modern amenities required for customer satisfaction. The office building is quite old and is often crowded. Further the ATM booths hardly functions.

The denizens especially from far of places like Taliha, Nacho, Limeking, Maro, Baririjo etc. always find themselves in torturous situation. They cover long distance to reach Daporijo just for bank work. Therefore when bank does not function properly they face lot of trauma. SBI authority needs to understand it. I would like to request SBI to establish at least one branch each along with ATM booth at Dumporijo and Taliha to facilitate overcrowding problems of the lone SBI bank of our district headquarter.

Yours,

Gomi Maro
